I am an amateur in these things; but could this possibly have been a printing anomaly from the same print run?

I am no expert on printing processes. I believe it was mentioned a long time ago on the acaeum that the printing plates were to blame for the fisheyes, therefore they would have to be fixed to get rid of the blemishes. Leading to a different print run. I have no idea if that is how it happens or not. It is here for discussion though
